Objective of the event
The objective of this session is to discuss different experiences facilitated by the GCoM and ICLEI to contribute to the implementation of the Climate Action Plans of Latin American cities, through diagnostic and financing instruments. The aim is to create a space for exchange to highlight experiences put into practice, and opportunities that may be relevant to materialising the ambitious commitments of Latin American cities in the framework of COP26.
Description
The Global Covenant of Mayors for Climate and Energy (GCoM) is the world's largest alliance of cities and municipalities leading the fight against climate change, supported by municipal networks and other key actors.
ICLEI - Local Governments for Sustainability is a global network of more than 2,500 local and regional governments committed to sustainable urban development. Active in more than 125 countries, it advocates for sustainability policies and drives local action for sustainable urban development.
By joining the GCoM, cities commit to develop Climate Action Plans within a maximum of three years, following the requirements set forth in the GCoM's Common Reporting Framework (CRF), and to track their progress in a transparent manner through reporting platforms. Although more and more cities have action plans in place, the main challenge remains to move to action for their implementation.
Sustainable financing is also part of a new paradigm, whose innovative and more effective instruments are urgently needed to mobilise capital mainly for less developed regions and local contexts.
The session will present tools and methodologies focused on strengthening local climate action plans and facilitating their implementation, resulting from a pilot process carried out in collaboration with the Economic Commission for Latin America and the Caribbean (ECLAC). It will also provide answers from the sustainable finance approach on how to unlock their potential, bringing examples of partnerships between financial bodies at regional and international level with cities and networks of local and regional governments.
The event will also build a dialogue based on the results of the previous event "Closing the financing gap for local climate action: solutions for the development of bankable projects and suitable financial vehicles", organised by AFD and GIZ at the EUROCLIMA+ pavilion, in order to generate continuous discourse between the two bodies.
